Does the phone harmoniser block or absorb the radiation from my phone?

Can the Harmonizer be tested with a Radio Frequency (RF) metre?
No. Harmonizers of any type, from any manufacturer, cannot be tested using an RF metre. An RF metre shows the change in EMF strength, not the quality or charge of the wave form.
